Assessment & Advisory

Since our inception in 2012, we have unwaveringly focused on advancing think-tank activities as one of IOE's top-priority areas. Our goal is to become the Advisor of Choice for a wide range of stakeholders, ensuring our experience helps craft decisions and strategies to better handle multiple agendas in education and beyond.       



By rendering comprehensive expert support and advisory services, we are placed to make a greater difference in education through best harnessing IOE’s multifaceted knowledge and experience to work immediate benefits for organizations, markets and communities.

Building on frontline expertise of our in-house divisions, supported by an ever-growing network of international partners, we advise educational institutions, corporates and government agencies on an array of aspects and frameworks in education. In every facet of our advisory agenda, we are consistently guided by top-notch industry standards and best-practice approaches, including those employed by the Big Four consultancies.

IOE works on an ongoing basis to further upgrade its think-tank agenda as most relevant to various stakeholders, given today’s fast-paced educational changes and societal transitions at large.


The Centre for Education Law advises on legal and legislative aspects of the Russian educational system. The centre closely cooperates with the Russian Ministry of Education and Science, federal legislative agencies, and the Russian President’s Office, among others.

The Centre for Education Leadership specializes in reviewing documents and contracts related to educational projects. In recent years, the centre has actively advised with the Russian Agency for Strategic Initiatives and the Moscow City Government.

The Centre for Socioeconomic Aspects of Schooling helps ensure that specific social and economic conditions of particular areas and institutional landscapes are best factored in when devising curricular, quality & transparency assessment tools, and rankings in secondary schools.

The Centre for Higher Education Sociology carries out expert assessment of education environments at various levels by monitoring how academic choices, experiences and paths of various L&D stakeholders develop over time. The centre’s advisory focus also includes monitoring and sharing best practices in online surveying and data-intensive socioeducational analysis.

The Centre for Monitoring the Quality in Education is a leading hub for research and applied developments in psychometrics. Drawing on its top-notch in-house experts alongside a wide partnership network that spans such global industry leaders as CITO (the Netherlands), Educational Testing Service (the U.S.), etc., the Centre brings state-of-the-art expertise to help multiple stakeholders design testing solutions that deliver high-quality evaluations across educational domains and beyond.
