On November 12-13, 2018 Center for Education Law of the Institute of Education of the National Research University ‘Higher School of Economics’ with the participation of International project ‘EduLaw’ (Erasmus + Mundus - Curriculum Development) will be holding the International Scientific Conference ‘Management of the education system at different levels: top-down governance, transfer of authority and regional cooperation’ in Moscow.

Lecture by Professor Ingo Richter, University of Paris, on "How to Solve Conflicts in Linguistic Policy?"

Professor Richter has described four types of linguistic conflicts: the problem of territoriality, based on a confrontation between official and regional languages; the question of learning foreign languages; the problem of political and economic migrations, leading to an increase in a number of existing dialects; the importance of global communication. As the ways of solving the existing problems he has developed six principles for regulating the language policy: federalism, autonomy, pluralism, identity, accessibility and inclusion.

Expert Seminar "How are Linguistic Rights Implemented in Education?"

Within expert seminar, the discussion of the problem acquired a practical focus. Emphasis was placed on the approaches to solve the problem developed by the researchers.

Professor Pablo Meix Cereceda outlined the critical areas of concern of the report and, in particular, the theoretical basis of inclusive education, international regulation of the problem, approach to he issue from the position of constitutional law, analysis of the practice of positive discrimination.

Discussion of the most critical issues of education law was attended by leading foreign researchers: Professor Fernand de Varennes, UN’s special rapporteur on minorities’ issues and Dean of the Faculty of Law at the Moncton University and Dr. Federica Prina, researcher at the University of Glasgow.

The problem of minorities was raised again after the World War II. One of the first international legal instruments on human rights was the 1948 Universal Declaration of Human Rights. But only in 1992 United Nations Convention on the Rights of minorities was adopted. It was associated with an unbelievable rise of number of ethnic conflicts: the peak of conflicts came at the beginning of the 1990s.

The conference was organized by the Centre for Education Law with the participation of the International Project "EduLaw" (Erasmus + Mundus - Curriculum Development).

For two days, the conference participants had a discussion about possible changes in the distribution of powers among different levels of government in the field of education. The conference was attended by speakers from Russia, Poland, Belgium, South Africa, Germany and the USA.
