Jan De Groof is a professor at the College of Europe (Bruges, Brussels) and at Tilburg University (Netherlands) and he specializes on international and comparative education law. His publications cover the issues of education law, politics, constitutional law and human rights.
Professor De Groof is a founder and the President of The European Association for Education Law and Policy (ELA). He leaded conferences on human dignity, the right to and rights in education, which were held in Amsterdam, Hague and Brussels. Professor De Groof is a chief editor of the «European journal for education law and policy» (EJELP). He is also a chairman of the editorial board in the Council of Europe in Strasbourg (since 1993).
Professor De Groof manages the UNESCO’s department dealing with education and he is a former commissioner of the UNESCO (2007-2010). It is important to note that Professor Jan De Groof was the expert and advisor in preparation of the General Law on Education (1992) and is now actively involved in the development of the education’s legislation in other countries.
