From Beijing to Moscow: CNAES and HSE IOE Strengthen Their Educational Partnership

On Monday, December 8, the Institute of Education hosted a delegation from the Institute of Education Theory, part of the China National Academy of Educational Sciences (CNAES), for a welcome meeting and exchange. Building on years of collaboration, the two institutes reaffirmed their shared research interests and discussed new opportunities for joint projects.

The Institute of Education Theory is one of the key research divisions of the CNAES. CNAES’s visit followed an important milestone earlier this year, when a delegation from HSE University and the Institute of Education travelled to Beijing. There, they were received by Li Yongzhi, President of the China National Academy of Educational Sciences, who hosted the discussions and reaffirmed CNAES’s commitment to deepening collaboration with HSE.

Reflecting on the partnership, Evgeniy Terentev, Dean of the Institute of Education, remarked:

The China National Academy of Educational Sciences and HSE University share many years of warm relations and fruitful cooperation. Our visit in March was exceptionally welcoming and further strengthened our ties. We are very pleased to count CNAES among our valued partners, and I am glad that their delegation has now visited us in Moscow. I am confident that this marks a new stage in our collaboration, with many significant and promising joint projects ahead.

The delegation began its programme at the HSE Lyceum, where they toured the campus and attended an open lesson in Chinese language teaching. Later, discussions continued at the Institute of Education, where both sides exchanged updates on current research projects and identified areas of shared interest.

One key initiative will be the preparation of a comparative report on educational development strategies in Russia and China, as both institutions are actively working in this direction. Another high-potential topic is artificial intelligence in education, its adoption, risks, and opportunities for both systems.

Looking ahead, IOE and CNAES plan to co-organize a Russian–Chinese Forum on Education next year, aimed at further strengthening academic cooperation and developing joint research agendas.

Speaking on behalf of IOE’s international engagement efforts, Maksim Nikitin, Director for IOE Global Engagement, added:

We are delighted to welcome our dearest colleagues from the China National Academy of Educational Sciences, and we are grateful for the warm and friendly atmosphere of their visit. In 2026, Russia and China will celebrate the Cross Years of Education, and our cooperation with CNAES will play an important role in strengthening bilateral educational ties. I am hopeful that the joint forum we discussed will become one of the landmark events of this special year.
