Szymon Jankiewicz Took Part in the APF (All-Russian People's Front) Working Group's Meeting "Education and Culture as Basis for National Identity"
During the meeting on the topic of Education and Culture as basis for national identity the working group was discussing problems of introducing mechanisms of personalized financing of additional education in the regions.
Szymon Jankiewicz, Director of the Center for legal applied developments of the Institute of Education, talked about government measures of support in the field of education. Currently they are working on arranging private educational organizations' access to the budget of the Russion Federation.
One of the important steps towards the implementation of measures to support the private sector in the field of education are ensuring equal access to regional budget for state, municipal and private organizations. Previously, private organizations providing additional education have not had such rights.
Another promising area of supporting additional education is the development of the public-private partnership.
At the present time there is a process of unification of approaches for implementation of measures for the private sector's development. In addition, the measures are taken to ensure a gradual eccess of non-profit organization (providing public benefit services) to the Russian Federation's budget.
These measures will help to develop a competition between additional education's givers and it will lead to the increasing amount of such organizations in order to develop a variety of educational programs, to improve their quality and ensure transparency of expenditure of the regional and local budgets.
The meeting was attended by regions' representatives. Tula, Perm and Yakutia's representatives talked about their positive experience of transition to personalised funding.
