The panel discussion “Trust and control in the education system in the context of the “regulatory guillotine”

The event was held as part of the 17th annual conference “Educational Development Trends: How to Plan and Implement Effective Educational Reforms” at the Moscow School of Social and Economic Sciences.

In education, the discussion of the “regulatory guillotine” touched on not only certain outdated norms, but also the institutions that form the system today: licensing, public accreditation, and federal state education quality control. These institutions create a large burden of control on educational organizations. In 2020, the government needs to decide what the new system of state regulation of educational activities will look like.

During the panel discussion, the participants discussed the following issues:

Can the educational system do without these institutions?

What risks and benefits does the abolition of state accreditation entail?

Are educational organizations ready to take responsibility for managing the quality of education?

Is there a trusting environment in education in Russia?

What role should government and non-state procedures play in assessing the quality of education and quality management?
