International scientific practical conference "Problems of language functioning in multi-ethnic space"
As part of the round table "Current issues of federal and regional language policy and language legislation in the Russian Federation: new challenges and tools for their resolution", Nadezhda Knyaginina presented her report "Language Policy in Russia: the Paradoxes of Regulation".
Leading Russian sociolinguists A.N. Bitkeeva (Russia, Moscow), N.I. Ivanova (Russia, Yakustk), T.G. Borgoyakova (Russia, Abakan), G.A. Dyrkheeva (Russia, Ulan-Ude, etc.) and language law experts K.Y. Zamyatin, D.V. Bondarenko, N.V. Knyaginina (Russia, Moscow) attended the round table. During the round table the participants discussed the most acute problems of the legal regulation of linguistic relations, in particular, in the sphere of education, which cause disputes among experts, specialists and citizens' dissatisfaction. A broad overview of the language situation and language policy in different regions of the Russian Federation, as well as in other countries, was presented to the attention of participants. In addition, the problems of increasing the effectiveness of activities to preserve and develop the languages of the peoples of Russia were discussed. One of the key topics discussed at the round table was the elaboration of the concept of a federal programme to preserve and develop the languages of the peoples of Russia. This issue evoked much interest among the participants. After a thorough discussion of all issues, the conference attendees voiced their proposals for improving language policy and language legislation in Russia, expressing their willingness to directly participate in the drafting of the concept of federal language policy and the program for its implementation.
