Student's expedition "Studying of the relation to practicians of a network form of implementation of educational programs of Kamchatka" took place
Expedition was organized from April 14 to April 28, 2024, within the program of support of student's expeditions "We rediscover Russia"
10 students of HSE University took part in expedition: 5 students represented the master program "Evidence based Development of Education", 1 student represented the Pedagogical education program, 3 students – various programs out of Institute of Education of HSE University.
During expedition we managed to conduct high-quality research flowing the practician of network interaction and implementation of educational programs in a network form in Kamchatka territory on the example of Petropavlovsk-Kamchatsky, Vilyuchinsk and the Elizovsky area. The city of Vilyuchinsk wasn't included in an initial route of expedition, but to it was added in connection with the Government.
We visited 18 educational organizations – among them the main state universities and many of the colleges located in areas of carrying out expedition. During one of such visits the team visited the Open Day, and within another – at guest lecture of the historian of culture of indigenous people of the North.
Considering the interrogated staff of the educational organizations which were with visits in Petropavlovsk-Kamchatsky, representatives of 33 educational organizations of Kamchatka territory were interrogated. In addition, we interrogated 10 representatives of public authorities and governing bodies of formation of Kamchatka territory, and also representatives of 14 employers, including spheres of tourism, fishing economy, and also large employers of Kamchatka, such as JSC YAMSY, holding leading positions in the Far East on availability and a catch of quotas of a halibut and a cod among the region companies; JSC Bystrinsky Mining Company, being the main partner of the educational cluster created on Kamchatka within the «Professionalitet» project; JSC Kamchatksenergo, affiliated enterprise of the RusHydro company, the prime vendor of the electric power in the region; JSC Zarechnoye Sovkhoz, the producer of dairy products in the region; and JSC Northeast Repair Center, the OSK affiliated enterprise which is engaged, in addition, in repair of the ships and submarines and being, along with military unit, one of the city-forming entities Vilyuchinsk.
In total it was conducted 71 interview and the focus groups which respondents were:
- heads and staff of public authorities of the subject and governing bodies of an education system of Kamchatka territory;
- heads and staff of the educational organizations (universities, colleges, schools);
- heads and the staff of other organizations involved in infrastructure of education (the organization of additional education, cultural organizations, the resource centers and so forth);
- the representatives of employers who are responsible for personnel recruitment and interaction with the educational organizations (from director generals to the staff of personnel departments).
Participants of expedition shared the impressions.

Maria Ivanova, student of an educational program of a bachelor’s degree "Foreign languages and cross-cultural communication" (2nd rate): "Going to expedition, I was a little familiar with its subject, however at the end of the first day of expedition, after communication with respondents, ours the purpose and tasks became clear. The perspective of network interaction within education on Kamchatka rather accurately began to appear informants during our interviews. And every next day we with children lit up a subject of our expedition more and more and already communicated with representatives of education and business more surely, understanding to what party it is worth moving. It is unforgettable experience!"

It is difficult to believe that it is possible to receive so many impressions for one trip, but we managed. We managed to communicate to teachers, directors and their deputies, to representatives of the government and the Minister of Education of Kamchatka territory. The data received during conversations and interview, allow to see more accurately opportunities, gaps and potential of development of the region. This experience was rather inspiring as we saw a lot of new, and as members of educational system aim at cooperation and that yet doesn't suffice to them"

The operating mode was intensive, but we didn't forget and about active recreation — that costed only by a trip on snowmobiles on volcanoes or sea walk across the Pacific Ocean!"
The covered circle of respondents allowed to carry out the tasks set for expedition on studying of specifics of the organization of network interaction as a whole and implementations of educational programs in a network form in most populated areas of Kamchatka territory; the relations and line items of the main actors of network interaction to network interaction in education and implementation of educational programs in a network form. All this allowed to reveal existing standard, organizational, financial and resource barriers to implementation of educational programs in a network form and to begin development of offers on their overcoming considering regional specifics.
