In Russia, many spheres of life are regulated by laws, standards, norms, and education is no exception. To ease the oppression of inspections in industries, a government reform is underway — a «regulatory guillotine», which should remove unnecessary rules, leaving only reasonable and really necessary for the state to effectively control. However, the analysis of the state standard in the field of education (FGOS) is associated with additional restrictions.
The report has been prepared by 30 teams from Russian universities. It consists of their research on current problems of the higher education system and possible growth directions at the time of the pandemic and after it. Laboratory's staff has been involved in the preparation of one of the chapters of the report.
