Seminar "Returns to Education in Russia in the international context: high or low?"

The HSE University Institute of Education invites you to attend a seminar, "Returns to Education in Russia in the International Context: High or Low?"

Conducted by Prof. Rostislav Kapeliushnikov, the seminar will discuss the recent estimates for returns to education in Russia in the international context. Prof. Kapeliushnikov has introduced a number of new micro-data sources, which have so far remained ignored by both Russian and foreign researchers. The work empirically tests the popular thesis about a very low education payoff in Russia using micro-data from three alternative representative surveys regularly conducted by Rosstat.

The analysis shows that current returns to education in Russia reach 12–13 percent, which is much higher than existing literature would suggest. Alternative sources also indicate that, over the past fifteen years, returns to education in Russia have remained persistently high and, consequently, no downward trend in the economic value of education has been observed. The session will bring together leading Russian and international scholars, including Harry Patrinos (World Bank), who will make extended comment.
