The HSE Institute of Education Enhances the Visibility of Education Systems through a Global Platform – CERE Observatory

This summer, the IOE became a co-founder of the CERE Observatory on Education, the first international expert and research platform aiming to advance the global visibility and impact of education systems in emerging economies. In 2025, the focus is on Technical and Vocational Education and Training (TVET) in BRICS countries.
As a leading research and analytical centre for the global education agenda, the Institute of Education, actively cooperates with international experts and platforms. Now IOE is a part of CERE Observatory on Education, a worldwide network, facilitating information exchange, and fostering a shared identity within the field of comparative education.
Among CERE’s experts are the IOE officials: Evgeniy Terentev serves as a key expert; Vera Maltseva is a programme director and one of the CERE co-founders; and Maksim Nikitin is a head of strategic programmes and CERE communications. Scholars from the Institute of Education are expected to engage in intensive research activities at the CERE Observatory.
CERE aims to raise the global profile of education systems in emerging countries, providing clear insights into them through policy briefs, infographics and comparative snapshots. This year, the exploration strategy focuses on Technical and Vocational Education and Training (TVET) in the BRICS countries. Find out how the events went and join the upcoming seminars!
